I haven't been approached by Noteworthy but I had a publication approach me about an article I had self published a couple months ago. Granted it went much better than your experience, but I'd say, not every approach by a publication editor is sketchy, but I'd definitely recommend doing research if you are approached. Sometimes it works out, sometimes stuff like this happens.
